Windows XP users may remember a little right, image resizing application resident from Microsoft is called "Image Resizer Powertoy". You can also keep in mind that XP 32-bit specific and that it does not work on Vista or Windows 7 64-bit operating system.
As its name implies, Image Resizer PowerToy clone is a clone of the tool that works with XP, Vista and Windows 7, 32-bit and 64-bit as its namesake, it makes it easy for resizing the images by selecting them from the Windows explorer and right-click on the "image size" on the shortcut menu.
Once you select an image or picture and select "image size", you may receive the following dialog box that is fairly self explanatory.

A few notes on this one:
Image size (s): supports 4 preset image size, and also the parameter "size" (which just entered it will be remembered for future use).Image size in batch: select as many images as you want and handle all of them at once Custom sizes: for custom sizes, you can type the values for width and height or one of the two; in the latter case, the program will calculate the appropriate resolution (i.e. None), preserving the aspect ratio is ideal for me when creating thumbnails of images that I know what I want to be 200px wide and I don't want to set the height.
Verdict: excellent, easy to program, you must have a context menu often or sometimes you need to resize the image.
Another option that does the same thing VSO Image Resizer; he actually has extra features (such as user-defined styles); but if, like me, you sometimes prefer to easy Image Resizer PowerToy Clone WINS on this front, at least!
There is very little app; Kudos to the developer for making this Vista/Windows 7.
Testing version: 2.1

Go to homepage programme download latest version (approx 350 k to 64-bit version and 1206K for 32-bit versions).
